Darcie Birkett
Assistant Superintendent of Business Services and Chief Financial Officer
Ottawa Area Intermediate School District

Darcie is Assistant Superintendent of Business Services and Chief Financial Officer for the Ottawa Area Intermediate School District. Along with financial oversight of the organization, Darcie directs the Accounting and Facilities Departments, Pupil Membership Services, and the Transportation Training Agency which is one of eleven bus driver training agencies in the State. Darcie has developed a model for shared services in which the ISD and local school districts consolidate business services and functions to increase efficiency and effectiveness while reducing costs for all partners.

With public schools facing the challenge of rising costs for health care, Darcie spearheaded insurance reform to assist cost containment while still providing generous benefits. She has developed expertise that has led to membership on boards and committees of the West Michigan Health Insurance Pool, West Michigan Risk Management Trust, West Michigan Worker’s Comp Fund, Michigan Retirement Investment Consortium and the Michigan School Business Officials where she recently served as president.

Prior to working at the OAISD, Darcie worked in finance at General Mills. Darcie received her degree in Accounting and Economics from Michigan State University.

Pamela Brenzing
Grand Valley State University

Pam serves as the Controller for Grand Valley State University. She started her career as an auditor at Ernst & Young and has been at GVSU since 1994. The University has grown substantially since 1994, more than doubling in size. During the growth and expansion of the University, she has been involved in several bond issues. These bond issues have financed a significant expansion of on-campus housing and several academic, student life, dining and recreation facilities. GVSU’s most recent financings include a tax-exempt bond issue for the Mary Idema Pew Library Learning and Information Commons, and New Market Tax Credits for the L. William Seidman Center. Pam is a CPA and has a Bachelor of Science in Accounting from Calvin College and a Master of Business Administration from Grand Valley State University.

Karla Colestock
Business Manager
Portage Public Schools

Karla has been with Portage Public Schools for 16 years, the last 12 years as a Certified Business Manager for the District, where she is responsible for budgeting, financial reporting, investing, food service operations, and insurance and risk management. Karla, who is a CPA, previously worked for 12 years at BDO Seidman in Kalamazoo as an auditor.

Karla, who earned her BBA in Accounting cum laude, from Western Michigan University, has professional affiliations with Michigan School Business Officials, Association of School Business Officials International (ASBO), Government Finance Officers Association (GFOA), Michigan Pupil Accounting and Attendance Association, the American Institute of CPAs, and the Michigan Association of CPAs. She is also a past board member and President of Big Brothers/Big Sisters in Kalamazoo.

During her tenure as Business Manager at Portage Public Schools, the Business Office has been the recipient six years running of the Certificate of Excellence in Financial Reporting by ASBO and five years running for the Certificate of Achievement in Financial Reporting by the GFOA.

Kathy Mazzeo
Associate Director for Finance and Operations
Michigan State University Student Health Services

Kathy is the Associate Director for Finance and Operations at Michigan State University’s Student Health Services (SHS). MSU Student Health Services, a Joint Commission accredited facility with approximately 50,000 visits annually, is part of the 5% minority of university student health centers that maintain medical accreditation. She also serves as their safety officer and representative to the finance committee of the Michigan State University HealthTeam, the MSU multi-specialty medical practice. Kathy has been one of Michigan State University’s representatives on the Big Ten Student Health Director’s Council for the last ten years.

She has held financial roles at MSU for 22 years. Previously, she was the CFO and Veterinary Hospital Administrator at the MSU Veterinary Teaching Hospital, one of the largest and most prestigious veterinary hospitals in the United States. She served as a board member of the Michigan Veterinary Medical Association.

Kathy graduated cum laude from SUNY Buffalo where she was a founding member of their chapter of the Beta Alpha Psi accounting honor society. Although her loyalties are with MSU, her MBA is from Indiana University. Her husband, Michael is chairman of the Finance Department at the Eli Broad Business School at MSU and both of her daughters are graduates of the MSU Business School.

Kim McKay
City of Rockford

Kim serves as the Treasurer for the City of Rockford and has held this position since 1998. Prior to that, she served as the Deputy Treasurer for the City. In addition to the responsibilities of the Treasurer’s Office, Kim also handles payroll, human resources, special events and serves as Market Master for the City’s Farm Market which was voted America’s Favorite Farm Market of the United States in 2011. She is also currently the President of the Michigan Municipal Treasurers’ Association and is the Chairperson of the Professional Development Committee and was instrumental in developing a new State based certification program for Michigan treasurers. Kim also served as the Chairperson for the Kent County Treasurer’s Association for many years. Kim holds an Associate’s Degree in Accounting from Grand Rapids Community College.

Mary Reed
Assistant Treasurer
Fiscal Services, Metro Health Hospital

Mary Reed has been with Metro Health since 2001. She started her career as an auditor at a regional CPA firm in Bay City and then switched to tax when she moved to Grand Rapids with Seidman & Seidman (now BDO). Then she went to work for Haworth and eventually Grand Valley Health Plan. During that time she completed her Masters in Taxation from Grand Valley State University and started her career in Treasury. At Metro Health she has been involved in financing equipment and the bond issue that helped build the new hospital in Wyoming, Michigan. She is currently working on financing a tax-exempt bond issue for the power plant adjacent to Metro Health Hospital. Mary was also instrumental in implementing a Purchasing card program that has grown over the past 6 years to include both employees and vendors.

Mary earned her BA in Accounting from Michigan State University and is a CPA and a Certified Treasury Professional. She is also a member of the MACPA Healthcare Task Force and a writer for the Western Chapter of Healthcare Financial Management Association newsletter committee. Mary has chaired the Finance Council at her church and is currently Chair of the Building and Renovation Committee.

Karin Tebeau
Deputy / Assistant Treasurer
Delhi Charter Township

Karin has been employed with Delhi Charter Township since November 1999, and was appointed Deputy/ Assistant Treasurer in March 2000. Prior to employment in local government, she was employed in the banking industry for many years. Karin presently serves on the Holt Farmer’s Market Advisory Board.

Her educational background includes an Associate Degree in Bank Management from Lansing Community College and a BS in Community Development from Central Michigan University. As a member of the Michigan Municipal Treasurers’ Association she has earned a CPFA and MiCPT designation.
